"The customs authorities within the experiment until January 1, 2022 will carry out sanitary-quarantine, quarantine phytosanitary and veterinary control (supervision) of goods, including those transported by individuals, at a number of checkpoints across the state border of the Russian Federation," the message said.
The new authorities are assigned to the customs authorities at the Vyartsilya checkpoints (Karelia, on the border with Finland), Shumilkino (Pskov region, on the border with Estonia) and Yagar-Kazmalyar (Dagestan, on the border with Azerbaijan). So, since March 15, 2019, customs authorities already carry out sanitary quarantine control at these checkpoints, from July 5, 2019 - veterinary control, and from August 19, 2019 - quarantine phytosanitary control.
"The decision on product evaluation is formed based on the results of applying the risk management system. The decisions made by the customs authorities will be processed electronically in a single automated information system of the customs authorities and sent to the Rosselkhoznadzor and Rospotrebnadzor through an interdepartmental electronic interaction system - after updating the software of all participants in the information exchange" - explain to the FCS.
At the same time, after the software has been finalized, the carrier will have the opportunity to receive decisions in electronic form through the service "Personal account of a foreign economic activity participant".
In order to improve the work of customs authorities, it is planned, with the involvement of specialists from the Rosselkhoznadzor and Rospotrebnadzor, to conduct professional retraining of officials conducting sanitary-quarantine, quarantine phytosanitary and veterinary control (supervision).
